Bullying Defined
Although, bullying behavior is complex and definitions vary, there are three common criteria:
Behaviors are unwanted, aggressive and hurt or harm physically or emotionally

There is a real or perceived “imbalance of power”

There is a repeated pattern of the behavior

Understanding the Law
At present, no federal law directly addresses bullying. In some cases, bullying overlaps with discriminatory harassment, when based on race, national origin, color, sex, age, disability, or religion.

Important: Just because it doesn’t meet the law, does NOT necessarily mean the school cannot take action
